Mandala Property Group’s 40-level supplement to the phalanx of student housing towers planned for Adelaide’s main educational boulevard would have the equal highest number of storeys of any building yet approved in South Australia. SA Department for Housing and Urban Development senior planner Phil Mabbs has recommended that the tower be approved by the State Commission Assessment Panel when the panel meets on October 14. The 118m tower is proposed for a 572sq m site at 195 North Terrace. A 12-storey mixed use building owned by Mandala—a company directed by David Lee—on the site would be demolished to make way for the student housing building. The tower designed by Adelaide-based architects Brown Falconer would have 612 rooms and 635 beds across levels 4 to 8 and 10 to 38. “The merits of the proposal should ... be viewed in light of the ... Federal announcement coupling the funding of university places with the adequate provision of housing for international students,” Mabbs’s report to the panel said. “Noting that international education is the third largest export sector in South Australia, contributing $2.47 billion annual to the economy, the provision of new, high-quality accommodation for students is critical to the success of the tertiary education sector being a crucial driver of the economy in this state.” The tower would be 80m from the main campus of Adelaide University, 800m from the university’s City West campus and 700m from TAFE SA’s City campus. Shared student faciities would be on levels 1, 2, 3, 9 and 39. The ground floor would have a reception, administration area and a retail tenancy or cafe. Level 1 would include 86 bicycle spaces—the tower will not have car parking spaces.
A gym, laundry and games area would be on level 2 while level 3 would house study areas as well as meeting and presentation spaces. Level 9 would include a common kitchen, outdoor terrace, indoor dining and lounge area, barbecue areas and shared bathrooms. Level 39 would have a media room, kitchenette and study areas. PBSA towers lining up along North Terrace On the north side of North Terrace is the main campus of Adelaide University, the colossal tertiary institution created this year when the universities of Adelaide and South Australia merged. Mandala’s site is on the south side of the Terrace and adjoins that of Tobin House, an eight-storey student housing building. For sites that largely surround Mandala’s North Terrace lot, Singapore-based Centurion has proposed a $300-million, 30-storey triple-tower student housing project. Elsewhere on North Terrace, the City of Churches’ first church has been earmarked for a renovation as part of 1835 Property’s and Marlborough Capital’ s 31-storey student housing tower. For the corner of North Terrace and Frome Street, Journal in May won planning approval for its 21-storey student accommodation project. The 35-storey The Switch and Yugo student housing towers, at 203 and 269 North Terrace respectively, were completed in 2022. Mandala’s tower would be the third building in SA approved to have 40-storeys, after the 40-storey Market Square that is nearing completion and the 40-storey Realm apartments that were completed in 2020. At 183m and 138m respectively, Pelligra’s approved 37-storey Keystone Tower and the existing 37-storey Frome Central Tower One
